Sir:
I have the honor to recommend
the release from custody, of C.S. Frickland, arrested
and now held by Maj. Jas. A. O'Pieme Act'g P.M.D.C.
He was arrested on suspicion of his complicity with
the assassination of the President. An investigation of
the facts in his case does not, I think, warrant his further detention.
I further recommend that he be required to take
the oath of allegiance before being released.
